Procurement requirements
1. Project Goal: The existing site cannot meet the management and storage needs of the archives. In order to better preserve the vehicle management archives and achieve the integrity of the archives.
2. Procurement Organization Type: Open Tender
3. Project Overview:
1. Project budget: 2.625 million yuan (including all costs involved in this project, such as employee wages (overtime pay, various social insurance premiums stipulated in the "Labor Contract Law", employee food, accommodation and transportation, tools, office expenses), administrative office expenses, public facility maintenance costs, site rental fees, and taxes).
2. Service content: This project aims to manage and store approximately 11,529,941 existing motor vehicle and driver's license files from the Vehicle Management Office, requiring a large site for unified management and storage, as well as proper shelving, storage, and inbound/outbound handover.
3. Service area: See service requirements and content for details.
4. Service period: 18 months from the date of signing the contract.
5. Service location: Address provided in the bid document.
6. Qualification requirements for bidders:
(1) Must meet the requirements of Article 22 of the "Government Procurement Law of the People's Republic of China";
(2) Not listed as a dishonest executor or a party to a major tax violation case on the Credit China website (www.creditchina.gov.cn), and not listed as a party with serious illegal and dishonest behavior in government procurement on the China Government Procurement website (www.ccgp.gov.cn);
(3) Qualification requirements to be met for implementing government procurement policies: None.
(4) Specific qualification requirements for this project: None.
4. Service Requirements and Content
1. The vehicle management office's motor vehicle files and driver's license files need to provide storage space and administrative office space, and the cost is included in this quotation.
2. There is a fixed parking area to facilitate the parking of the purchaser's vehicles, and the cost is included in the bid price.
3. Site area: No less than 6000 square meters.
4. Service location: The service location provided in the winning bidder's bid document.
5. During the service period, the public facility maintenance costs shall be borne by the bidder, including daily repair and maintenance fees, elevator maintenance and annual inspection fees, water pump repair and maintenance fees, and fire monitoring equipment maintenance and annual inspection fees.
6. The bidder shall ensure the safe use of the leased house and be responsible for inspecting the house and its attachments. The bidder shall respond within 5 minutes after receiving the purchaser's maintenance call, arrive at the site within 1 hour, and complete the maintenance within 4 hours. The bidder shall be responsible for compensating the purchaser or a third party for any losses suffered due to the bidder's delay in repairing the house.
7. The bidder shall notify the purchaser in writing ten days in advance of repairing the house and its attached facilities, and the purchaser shall actively assist and cooperate. If the bidder fails to perform the maintenance and upkeep responsibilities agreed in the contract in a timely manner, resulting in damage to the house and causing property loss or personal injury to the purchaser, the bidder shall be liable for compensation.
8. The bidder and the purchaser shall not be liable to each other if the leased house and its equipment are damaged due to force majeure.
9. If the bidder needs to transfer or mortgage the house during the service period, it shall notify the purchaser two months in advance. Under the same conditions, the purchaser has the right of first refusal.
10. The bidder must sign a confidentiality agreement with the purchaser, and the personnel involved in this project must sign a separate confidentiality agreement on the security of the project documents and data.
