I. Project Overview

1. Introduction to the venue. China Cartoon and Animation Museum (hereinafter referred to as "CACM") is the first national-level animation-themed museum approved by the State Administration of Radio and Television and the China Animation Association. It integrates exhibition, collection, education, experience, academics, and other functions. It aims to build the largest, most abundant, and most authoritative modern animation museum in China, and a first-class international modern animation museum.

2. Location. CACM is located at No. 375 Baimahu Road, Changhe Street, Binjiang District, Hangzhou, on the island on the east side of the Animation Square of Baimahu Ecological and Creative City, with a planned land area of 2.77 hectares and a main building area of approximately 30,167 square meters.

II. Service Content

1. Interpretation service

(1) Responsible for the interpretation service of the entire museum exhibition area.

(2) Participate in the writing, modification, and arrangement of interpretation scripts.

(3) Assist the competent department in carrying out social science education activities.

(4) Other work related to interpretation services.

2. Venue service

(1) Responsible for answering telephone calls, providing service consultation, lost and found, paging, and other convenient services at various information desks in the entire museum exhibition area.

(3) Responsible for recording, sorting, and providing feedback on visitor reception information.

(2) Responsible for book searching, borrowing, reading, and sorting in the animation library.

(3) Responsible for experience guidance, operation and use, and order maintenance of various multimedia and interactive exhibition facilities and equipment in the exhibition area.

(4) Responsible for theater patrol inspection, entrance and exit control, audience guidance, and order maintenance.

(5) Responsible for the daily simple operation and use and cleaning of theater facilities and equipment, and assist in theater performances, film screenings, and conference support.

(6) Responsible for connecting with the maintenance suppliers of theater and exhibition area facilities and equipment, promptly handling various hardware and software failures, and supervising the implementation of various maintenance plans.

(7) Assist the safety management department in properly and reasonably handling various emergencies.

(8) Other work related to venue services.

3. Security guard on duty service

(1) According to the relevant requirements for the management of museum security guards, provide daytime security guard supervision and inspection and night security guard on-duty services in the venue, perform security guard duties, and carefully record on-duty records.

(2) Other work related to security guard on-duty services.

III. Overall Requirements for Service Personnel

China Cartoon and Animation Museum is the first national-level animation-themed museum in China. It collects, displays, and exhibits many scientific, interactive, and ornamental animation technology exhibits. It has supporting functional areas such as derivative product exhibition and sales areas, theaters, libraries, cafes, and restaurants. Professional, safe, and standardized operation requirements are strict, and audience service strives to be professional, efficient, meticulous, and thoughtful.

(1) The purchaser shall have centralized management of the outsourced service management organization established by the winning supplier.

(2) The winning supplier shall establish various rules and regulations for the management, recruitment, training, and assessment of professional technical service personnel according to the actual situation of CACM, and report to the purchaser before implementation, and implement it after the purchaser agrees.

(3) The purchaser has the right to directly participate in and approve some important positions, personnel recruitment, and management decisions. The purchaser may consult the financial status and financial statements of the winning supplier if it deems it necessary.

(4) When dealing with special, urgent, and sudden accidents, the purchaser has direct command over the provision of professional technical service personnel.

(5) The professional technical service personnel provided by the winning supplier must be stationed in the venue.

(6) The winning supplier must ensure the uninterrupted, continuous, and professional nature of the service, and reasonably allocate the types and number of personnel to meet the needs of the purchaser.

(7) The winning supplier shall strictly conduct political review of the recruited personnel to ensure that the recruited personnel have no criminal record.

(8) The employees of the winning supplier shall dress uniformly according to the requirements of the position, standardize their words and deeds, pay attention to their appearance and public image, and some image positions shall have relevant regulations on the height and shape of the recruited personnel.
