Procurement requirements

Note:

1. The technical方案 proposed in this procurement requirement is for reference only. If there is no clear restriction, suppliers can optimize and provide superior technical solutions or equipment configurations that meet the purchaser's actual needs, provided that such solutions or configurations are approved by the inquiry team.

2. The supplier shall list all the expenses required to complete this project and pass the acceptance in the response file. The successful supplier must ensure that the whole project passes the acceptance of the user and the relevant competent department, and the acceptance expenses incurred shall be borne by the successful supplier; if the supplier fails to conduct a site survey in time, resulting in missing items in the quotation, omission of items in the bid, or failure to complete the project after the transaction, the supplier shall bear all the consequences;

3. According to the "Notice on Regulating Relevant Work on Government Procurement of Imported Products" and relevant regulations of the government procurement management department, if the following procurement requirements involve imported products, the relevant demonstration procedures have been fulfilled and the procurement of imported equipment has been approved, but it does not restrict domestic products that meet the requirements of the inquiry documents from participating in the competition;

4. If the procurement activity is carried out without approval to purchase imported products before the start of the procurement activity, it shall be regarded as refusing to purchase imported products;

5. In the following procurement requirements: for products marked with ▲, the supplier shall fill in the name, brand (if any), specification model, quantity, unit price and other information in the "Commitment Letter of Main Traded Products" in the response file, and the commitment letter shall be announced together with the evaluation result;

6. The ★ clause must meet or be better than the requirements of the inquiry documents, otherwise the response will be invalid; the non-★ clause will be evaluated by the inquiry team after discussion.

7. The products provided by the supplier shall comply with the relevant national energy conservation and environmental protection policies.

I. Project introduction:

Project name: Procurement project of inspection and testing vehicles for Xuancheng City Product Quality Supervision and Inspection Institute

Project budget: 162,000 yuan

II. Qualification requirements for applicants:

1. Comply with the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

2. Qualification requirements to be met for implementing government procurement policies: None;

3. Specific qualification requirements for this project:

3.1 If the supplier has one of the following bad credit record situations, it shall not be recommended as a candidate supplier and shall not be determined as a successful supplier:

 (1) The supplier is listed as a person subject to enforcement for breach of trust by the people's court;

 (2) The supplier is listed in the list of abnormal business operations of enterprises by the market supervision and management department;

 (3) The supplier is included in the list of parties involved in major tax violation cases by the tax department;

 (4) The supplier is included in the list of serious violations of laws and dishonesty in government procurement by the government procurement regulatory department.

3.2 Have independent legal person qualification and have a legal and valid business license.

IV. Supporting documents that the supplier must submit:

1. Copy of business license; (scanned copy with the supplier's electronic signature)

2. Power of attorney; (made according to the format)

3. Supplier's statement letter; (made according to the format)

4. Other materials required by the procurement requirements. (scanned copy with the supplier's electronic signature)

V. Main terms of the contract:

1. Payment method: Party A shall pay the full amount of the goods in one lump sum after signing the contract and accepting the goods, and shall provide Party B with a formal special VAT invoice for vehicle purchase (the invoice issuing unit shall be consistent with the name of the winning enterprise).

2. Performance bond: None.   

3. Handling of contract disputes: If disputes arise in the process of performing the procurement contract, the parties shall resolve them through negotiation. If the negotiation fails, submit it to the Xuancheng Arbitration Commission for arbitration.

VI. Transportation, installation, and debugging: It shall be borne by the successful supplier and finally pass the acceptance of the user and relevant departments before being delivered for use.

VII. Commodity inspection and measurement fees: Borne by the successful supplier.

VIII. Delivery location: Designated location by Xuancheng City Product Quality Supervision and Inspection Institute.

IX. Delivery and service time requirements: Delivery within 15 working days from the date of signing the contract.

X. After-sales service: Three guarantees: five years or 100,000 kilometers, whichever comes first.
