I. Qualification Requirements for Bidders:

Bidder Qualification Requirements

1. The bidder shall meet the conditions stipulated in Article 22 of the "Government Procurement Law of the People's Republic of China";

(1) Have the ability to independently assume civil liability (provide the business license of the legal person or the certificate of three-in-one, etc.);

(2) Have good business reputation and sound financial accounting system (2018 financial status report or credit certificate issued by the basic account opening bank);

(3) Have the equipment and professional technical capabilities necessary to perform the contract (provide a letter of commitment to provide the equipment and professional technical capabilities necessary to perform the contract or provide relevant supporting materials);

(4) Have a good record of paying taxes and social security funds in accordance with the law (provide relevant materials for paying taxes and social security funds in accordance with the law in any month of 2019, such as tax exemption or no need to pay social security funds, relevant documents shall be provided);

(5) There is no major illegal record in business activities within the three years prior to participating in government procurement activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

 

2. The bidder has no major illegal records in its business activities, and there are no circumstances such as being ordered to suspend business, revocation of business license, property being sealed up, frozen or taken over, or being declared bankrupt, and there are no other circumstances that may affect the bidding qualification. The bidder needs to check on the "Credit China" website

3. Different suppliers whose person in charge is the same person or who have direct holding or management relationship shall not participate in the government procurement activities under the same contract (provide a written statement).

4. This project does not accept consortium bids.

5. Our company only accepts suppliers who have purchased this bidding document to participate in the bidding. Explanation:

1. Please bring a copy of the following supporting documents (with the official seal affixed) to purchase the bidding documents:

(1) The person handling the purchase of bidding documents needs to provide:

(a) If the handler is the legal representative, he/she needs to provide a certificate of legal representative and a copy of the legal representative's ID card;

VI. Other supplementary matters

Bidders must bid for the goods and services of this project as a package unit. Any bid that only bids for a part of the contents of a single package will be regarded as an invalid bid. Bidders can bid for two package groups of this project at the same time, or only bid for one of the package groups, and bidders are allowed to win bids for two package groups at the same time.
